ANNOUNCEMENT ON PERSONNEL CHANGE

Pursuant to Decision No. 496/QD-DLDK dated April 22, 2026, issued by the Board of Directors of PV Power regarding the reception and appointment of Mr. Vuong The Luc to the position of Deputy Chief Executive Officer of the Corporation, we would like to formally announce the personnel change at PV Power as follow

Appointment Case:

Mr: Vuong The Luc

Position prior to appointment: Deputy Head of Human Resources Management Division, Vietnam National Industry - Energy Group.

Newly appointed position: Vice Chief Executive Officer of the Corporation.

Term of appointment: 05 years.

Effective date: April 22, 2026.
