The meeting was co-chaired by Minister of Industry and Trade Nguyen Hong Dien, a member of the Party Central Committee and standing deputy head of the Steering Committee along with Nguyen Hoang Anh, a member of the Party Central Committee, chairman of the Commission for the Management of State Capital at Enterprises, and deputy head of the Steering Committee.

In attendance at the meeting were also representatives of the Ministry of Natural Resources and Environment, the Ministry of Construction, the provincial Party Committee and the People's Committee of the southern Dong Nai province, and Vietnam Electricity (EVN).
On behalf of the Vietnam Oil and Gas Group (Petrovietnam), Le Manh Hung, secretary of the group’s Party Committee and chairman of the Board of Directors, attended the event alongside officials from the Board of Directors of PetroVietnam Power Corporation (PVPower), specialised departments, and the Group Office.

During the course of the working session, the working group of the Steering Committee went to the construction site to get an update on the project's status and to have a closer look at the project components that were experiencing issues firsthand.
The main equipment, which consists of turbines, generators, heat recovery steam generators, and main transformers, has already been brought to the construction site, installed, and is getting ready for acceptance testing, according to Le Nhu Linh, general director of PV Power, who was reporting to the working group of the Steering Committee. It is anticipated that 85% of the building and installation is already complete.

In response to questions about difficulties and problems pertaining to the project's land lease, Mr Linh outlined that PV Power has a land lease contract (phase 1) with the Department of Natural Resources and Environment of the southern province of Dong Nai, which covers an area of 11.64 hectares and for which the company has been granted a certificate of land use rights. The remainder of the land, or roughly 30.7 hectares (phase 2), will be leased by Tin Nghia Corporation directly from the province, as agreed upon in principle by the People's Committee of Dong Nai province. Tin Nghia Corporation will then lease the site to PV Power. However, in defiance of Deputy Prime Minister Tran Hong Ha's directive No. 117/TB-VPCP dated March 25, the land lease procedure has not yet been finalised by April, 2025.

Delays in finalising land lease agreements may cause banks and international credit organisations to halt capital disbursement, which will in turn have a significant impact on how quickly the projects are completed.
The second concern is that Tin Nghia Corporation is impeding the building of the cooling water discharge channel in compliance with the design that the Ministry of Industry and Trade has assessed in connection with the infrastructure usage fee agreement that Tin Nghia Corporation has proposed.

Mr Hung, chairman of Petrovietnam's Board of Directors, stressed in his remarks that the implementation of the Nhon Trach 3 and 4 Power Plant Projects is a prerequisite for other LNG power project investors to be able to deploy independently. He claims that the Land Lease Contract is the project's largest issue since, in its absence, it will be challenging to secure the funds required to continue with project development. He is therefore certain that the province will get prompt guidance from the Steering Committee regarding the settlement of pertinent issues, ensuring that the project is finished efficiently and on time.
Representatives of the province of Dong Nai's Provincial People's Committee, Department of Natural Resources and Environment, and Department of Industry and Trade were also present at the conference, where they participated in initial talks regarding the problems and difficulties related to the Project. In the afternoon of the same day, the Provincial Party Committee and People's Committee, along with the working group of the Steering Committee, met to determine how best to tackle obstacles and problems associated with the Nhon Trach 3 and 4 Power Plant Project.
