Nhon Trach 3 and Nhon Trach 4 power plants project was approved for investment policy by the Prime Minister, the Ministry of Industry and Trade appraised the basic design and the PetroVietnam Power Corporation (PV Power) decided to invest in the project with a total capacity of 1,624 MW (capacity of each plant is 812 MW). PVPP is the representative of the Investor to implement the project. Nhon Trach 3 and Nhon Trach 4 Power Plant Project is located in Ong Keo Industrial Park, Nhon Trach District, providing electricity for the Southern load center with 3 large load areas: Ho Chi Minh City, Dong Nai and Ba Ria - Vung Tau, is the first power plant project in Vietnam using liquefied natural gas (LNG) with a total capacity of 1,500 MW (typical capacity 750 MW each plant). ), total investment is about 32,486 billion VND. According to the plan, Nhon Trach 3 and 4 Power Plant Project will be in operation in the period of 2023 - 2024, helping to increase a stable and reliable power source for the Southern region and contribute to ensuring national energy security.

The bidding package for design, procurement, installation, commissioning and acceptance (EPC) of Nhon Trach 3 and Nhon Trach 4 power plants has an estimate of more than VND 24,147 billion (equivalent to USD 1,044 billion). The scope of work includes 02 plants using the world's most advanced and modern combined cycle gas turbine technology, with a 1-1-1 configuration (one gas turbine, one heat recovery furnace and a steam turbine). The implementation period is 36 months. The bidding package is deployed to select contractors in the form of international open bidding, in the context of extremely difficult times when it is necessary to comply with regulations on distance, isolation and epidemic prevention as prescribed by the Government in Vietnam at the peak period of the COVID-19 pandemic in Ho Chi Minh City in particular and Vietnam in general. The bid evaluation process was organized in the form of "3 on the spot", the contract negotiation for the first phase had to be done online due to limited international routes and Samsung C&T contractors must perform concentrated medical isolation according to regulations. During the implementation of the package, there were the participation of leading domestic and international consulting firms, PECC2 and FICHTNER (Germany). Based on the approved contractor selection results on January 27, 2022, the winning bidder is a consortium of Samsung C&T and LILAMA contractors with the winning bid price of $942,856,615 (equivalent to VND 21,421 billion), lower than the package estimate of 101.3 million USD (equivalent to 2,302 billion VND at current exchange rates), with a total capacity of the two plants of 1,624 MW (capacity of each plant is 812 MW). Joint venture contractors Samsung C&T and LILAMA is a consortium of contractors with many capabilities and experience in implementing power plant projects in Vietnam and around the world. The special subcontractor providing the main equipment for the Project is GE Corporation (USA), which is a world leader in technology for manufacturing gas turbines, steam turbines and heat recovery furnaces. The project uses GE's latest generation gas turbine unit, 9HA.02, with the largest gas turbine capacity and best combined cycle efficiency available at present, meeting environmental standards according to national and international regulations. In the coming time, PV Power will work with the Joint Venture Contractor to urgently complete and sign a contract soon to implement the project to ensure safety, quality, progress, and meet environmental requirements. society in accordance with the provisions of the EPC Contract and current regulations.
