On May 18, the People’s Committee of Nghe An province, in co-ordination with a consortium of investors comprising of PetroVietnam Power Corporation (PV Power), Nghe An Sugar Limited Liability Company (NASU), and the Republic of Korea (RoK)’s SK Innovation, held a ceremony to break ground on the technical infrastructure works for the Quynh Lap LNG Thermal Power Plant project in Tan Mai ward of Nghe An province.

The event took place as part of a series of activities commemorating the 136th birth anniversary of President Ho Chi Minh (May 19, 1890 – May 19, 2026), while also marking a critical turning point in terms of the development of a major energy project that is strategically significant to Nghe An province, the North Central region, and Vietnam's national power system.
Attending the ceremony were Doan Minh Huan, Politburo member and president of the Ho Chi Minh National Academy of Politics (HCMA); Nguyen Xuan Thang, chairman of the Central Theoretical Council, former Politburo member, and former HCMA president; Le Tien Chau, member of the Party Central Committee and Deputy Prime Minister; and Thai Thanh Quy, member of the Party Central Committee and standing vice chairman of the Party Central Committee's Commission for Policies and Strategies.
The event also witnessed the presence of former members of the Party Central Committee, former leaders of ministries and relevant agencies, as well as representatives from neighbouring provinces of Thanh Hoa and Ha Tinh.
Nguyen Khac Than, a member of the Party Central Committee and secretary of the Nghe An Provincial Party Committee, and Vo Trong Hai, deputy secretary of the Provincial Party Committee and chairman of the Provincial People's Committee, were among the attendees, along with former provincial leaders, members of the Nghe An Provincial Party Executive Committee, heads of various provincial departments and agencies, local authorities, and residents of Tan Mai ward in Nghe An province.
Representing Petrovietnam and PV Power were Tran Quang Dung, standing deputy secretary of the Group’s Party Committee; Pham Tuan Anh, member of the Group’s Members’ Council; Nguyen Manh Kha, member of the Executive Committee of the Vietnam General Confederation of Labour and chairman of the Petrovietnam Trade Union; Hoang Van Quang, secretary of the PV Power Party Committee and chairman of the Board of Directors; and Le Nhu Linh, president and CEO of PV Power; together with leaders of PV Power, its member units, and representatives of the project’s investor consortium.

Previously, on April 24, at the Vietnam–Korea Economic Forum, the Quynh Lap LNG Thermal Power Plant project's Investment Registration Certificate was formally given to the PV Power, NASU and SK Innovation consortium under the witness of the RoK President Lee Jae Myung and Vietnamese Prime Minister Le Minh Hung.
The Quynh Lap LNG Thermal Power Plant project, which will generate electricity from liquefied natural gas (LNG), is included in Vietnam’s National Power Development Plan VIII approved by the Prime Minister. It is anticipated to be a key component of the nation's plan to lower carbon emissions, advance the energy transition, and provide cleaner energy sources.

The project, which has a total investment of around VND60 trillion (nearly US$2.2 billion), is situated in Tan Mai ward of Nghe An province. It consists of a 1,500 MW LNG-fired thermal power station, an LNG storage and regasification system with storage tanks holding about 250,000 cubic metres and a dedicated port terminal in the Dong Hoi Port Area of Nghe An Seaport.
Once operational, the project will supply a stable and efficient power source for Vietnam’s national electricity grid, particularly for the northern and north-central regions. Additionally, it will help meet rising energy demand for industrial development, services, logistics, and investment attraction in Nghe An province. Furthermore, the project will support the nation’s larger objectives of energy transition, green growth, and its commitment to reaching Net Zero emissions by focusing on the use of LNG, a transitional fuel with lower emissions than conventional power sources.

Speaking at the event, Vo Trong Hai, chairman of the Provincial People's Committee and deputy secretary of the Nghe An Provincial Party Committee, emphasised that the Quynh Lap LNG Power Plant is a crucial project that helps realise the Politburo's Resolution No. 70 on guaranteeing national energy security and supplying a cutting-edge, eco-friendly power source for Vietnam's national electricity system.
He stated that the project is anticipated to create a new growth engine for not only Nghe An province but also the wider North Central region. At the same time, the implementation of a large-scale project valued at nearly US$2.2 billion and equipped with advanced technology further affirms Nghe An’s increasingly important role and position in regional connectivity and the economic development of the North Central region.
Mr Hai expressed confidence that the project would be carried out safely, effectively, and to the highest quality standards, thereby ensuing the plant's intended commissioning and power generation by 2030 thanks to the capability and experience of the investor consortium made up of PV Power, NASU, and SK Innovation.

In order to develop the Quynh Lap LNG Thermal Power Plant on time while guaranteeing efficiency, safety, and quality, SK Innovation, along with its partners PV Power and NASU, have thoroughly prepared the necessary conditions in terms of resources, technology, finance, and implementation plans, according to Hyeongwook Choo. He underlined that the project is intended to be a cutting-edge, secure, and effective energy plant which fully complies with international environmental standards and connects to the national power grid in line with the roadmap that the government and Nghe An Province have committed to.
Simultaneously, the representative of the consortium expressed hope that the government, ministries, pertinent agencies, and authorities of Nghe An province would continue to accompany and assist investors in completing crucial processes pertaining to construction permits, site clearance, and the signing of the Power Purchase Agreement (PPA).

On this occasion, PV Power offered social welfare support to Tan Mai ward officials on behalf of the investor consortium in appreciation for their assistance and support during the project's early phases of execution.
The ceremony signaled the start of a major construction phase involving an immense workload and stringent requirements in terms of schedule, quality, safety, and environmental protection. Thanks to the strong backing of the government, ministries, and relevant agencies, Nghe An province, the consensus of local residents, and the capabilities of the PV Power – NASU – SK Innovation consortium, the Quynh Lap LNG Thermal Power Plant project is expected to reach completion on schedule, making a meaningful contribution to Vietnamese national energy security and the national sustainable development journey.
